Instead, it was shelved"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li><strong>A state report on tribal boarding schools was meant to examine the state\u2019s role in abuses<\/strong><\/li>\n\n\n\n<li><strong>That report wasn\u2019t released to the public<\/strong><\/li>\n\n\n\n<li><strong>The full report obtained by Bridge includes accounts of abuse from survivors<\/strong><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<p>A shelved, taxpayer-funded report on tribal boarding schools recommended an apology for Michigan\u2019s role in the deaths and abuse of Native American children.<\/p>\n\n\n\n<p>&nbsp;As <a href=\"https:\/\/bridgemi.com\/michigan-government\/michigan-spent-1-1m-probing-tribal-boarding-schools-then-buried-the-results\/\">first reported by Bridge Michigan<\/a>, that $1.1 million report was never released, and a summary presented to the Legislature left out recommendations made by the consulting firm. Bridge obtained a copy of the 300-page report, which includes accounts by survivors of abuse in the homes, as well as glimpses of the roles the state and communities played in the federally funded boarding schools that closed more than 40 years ago.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/bridgemi.com\/wp-content\/uploads\/2026\/02\/MiNABS-Third-Report.pdf\"><strong>Read the full report about tribal boarding schools<\/strong><\/a><\/li>\n<\/ul>\n\n\n\n<p>Now, a House appropriations subcommittee has scheduled a hearing Feb. 27 about the report and why it was scrapped after its completion in September.<\/p>\n\n\n\n<p>\u201cWe\u2019d like to get some understanding of why we spent over a million dollars on a 300-page report and then threw the report in the garbage can,\u201d said Rep. Tom Kuhn, R-Troy, chair of the <a href=\"https:\/\/www.house.mi.gov\/hfa\/GeneralGovernmentMinutes.asp\">general government subcommittee.<\/a><\/p>\n\n\n\n<p>The Department of Civil Rights, which oversaw the report and then chose not to release it to the public or the Legislature, has declined an invitation to testify, he said.<\/p>\n\n\n\n<p><strong>Related:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/bridgemi.com\/michigan-government\/michigan-tribal-school-survivors-recount-hell-on-earth-rapes-beatings\/\"><strong>Michigan tribal school survivors recount \u2018hell on Earth,\u2019 rapes, beatings<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/bridgemi.com\/michigan-government\/michigan-spent-1-1m-probing-tribal-boarding-schools-then-buried-the-results\/\"><strong>Michigan spent $1.1M probing tribal boarding schools, then buried the results<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/bridgemi.com\/talent-education\/how-tiny-school-became-national-model-native-american-education\/\"><strong>How a tiny UP school became a national model for Native American education<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/bridgemi.com\/quality-life\/michigan-tribes-race-save-their-language-extinction\/\"><strong>Michigan tribes race to save their language from extinction<\/strong><\/a><\/li>\n<\/ul>\n\n\n\n<p>An invitation to appear at the hearing has been extended to Kauffman and Associates, the Oregon firm that conducted the study, but Kuhn hasn\u2019t yet received a reply.<\/p>\n\n\n\n<p>The Department of Civil Rights did not return a request for comment Monday, which was a federal holiday.&nbsp;<\/p>\n\n\n\n<p>Kuhn told Bridge the department has declined to testify because of \u201cpotential litigation with Kauffman.\u201d<\/p>\n\n\n\n<p>Michigan officials blasted the report as too \u201cshoddy\u201d to show to the public, Kaufman accused the state of \u201cwhitewashing\u201d findings.<\/p>\n\n\n\n<p>Michigan\u2019s tribes had hoped a report would document the abuses and deaths of Native American children over more than a century in state boarding schools, as well as determine the extent to which the state and local municipalities were involved.<\/p>\n\n\n\n<p>There were at least 417 federal-operated Indian boarding schools in 37 states in the 19<sup>th<\/sup> and 20<sup>th<\/sup> centuries, according to the <a href=\"https:\/\/www.bia.gov\/service\/federal-indian-boarding-school-initiative\">Federal Indian Boarding School Initiative Investigative Report<\/a>, released in 2024.<\/p>\n\n\n\n<p>Five federal boarding schools were located in Michigan, in Baraga, Mackinac Island, Schoolcraft County, Mt. Pleasant and Harbor Springs<\/p>\n\n\n\n<p>The <a href=\"https:\/\/boardingschoolhealing.org\/\">National Native American Boarding School Healing Coalition<\/a> lists three additional boarding schools, in Marquette, Omena and Assinins.<\/p>\n\n\n\n<p>The last one, Holy Childhood of Jesus Catholic Church and Indian School in Harbor Springs, closed in 1983.<\/p>\n\n\n\n<p>At the schools, children weren\u2019t allowed to speak native language or wear Native American clothing. Some were given non-native names. Physical and sexual abuse were common, according the Michigan report.<\/p>\n\n\n\n<p>There is no known documentation of the number of children who were taken from families and shipped to boarding schools in Michigan, or the number who died at those schools<\/p>\n\n\n\n<p>The Saginaw Chippewa Indian Tribe of Michigan documented <a href=\"https:\/\/wearefamiliesrising.org\/resource\/remembering-children-lost-to-cultural-genocide-while-continuing-to-work-for-meaningful-change\/\">229 students<\/a> who died at the Indian Industrial Boarding School in Mt. Pleasant from 1893 and 1934, when the school closed. (Courtesy of the Library of Congress)<\/figcaption><\/figure>\n\n\n\n<p>The boarding schools were launched and funded by the federal government, but Native Americans maintain that the state and local communities supported the schools.<\/p>\n\n\n\n<p>For example, one document in the 300-page report \u2014 but not included in the 16-page summary released by the Department of Civil Rights \u2014&nbsp; is a 1923 letter from the superintendent of a boarding school in Mr. Pleasant, to the step-father of a child who had run away. In that letter, the superintendent writes that if the child does not return to school, \u201cI will be compelled to place the matter in the hands of the sheriff,\u201d who is a county official.<\/p>\n\n\n\n<p>\u201cI can\u2019t imagine a scenario where thousands of people from one race are forced to schools around the state and the state itself had no involvement; their knowledge of ongoing (events) where kids were killed had to have been reported to some extent or another,\u201d one survivor told Kauffman and Associates.&nbsp;<\/p>\n\n\n\n<p>\u201cHow do you have these mass graves and children never coming home, other kids saw. So, how would it be possible that the state didn\u2019t know?\u201d<\/p>\n\n\n\n<p>The final report included recommendations for the state, although the state\u2019s directions to the firm did not ask for recommendations.&nbsp;<\/p>\n\n\n\n<p>Those recommendations include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An executive order apology by the governor that \u201crecognizes its deliberate participation in the national policy of Native American boarding schools.\u201d In 2024, President Joe Biden <a href=\"https:\/\/www.brookings.edu\/articles\/president-biden-issued-a-historic-apology-for-native-american-boarding-schools-heres-what-policymakers-can-do-next-to-support-tribal-education\/\">issued an apology<\/a> for the federal government\u2019s role in the boarding schools. Some states have attempted to come to grips with their histories. <a href=\"https:\/\/www.historycolorado.org\/2023-report-federal-indian-boarding-schools-colorado\">Colorado<\/a> issued a report in 2023. <a href=\"https:\/\/www.wpr.org\/history\/evers-apologizes-indian-boarding-schools-calls-investigation-history-schools-wisconsin\">Wisconsin<\/a> issued an acknowledgement and apology, as did <a href=\"https:\/\/www.nytimes.com\/2025\/05\/20\/nyregion\/thomas-indian-school-apology.html\">New York<\/a>.<\/li>\n\n\n\n<li>Utilize subpoena power in a subsequent investigation to \u201censure full archival research is completed, including denominational archives.\u201d That could be possible in a criminal investigation of boarding school abuses announced recently by the Attorney General\u2019s office.<\/li>\n\n\n\n<li>Eliminate the statute of limitations for physical and sexual assault on minors, so that criminal charges are possible in decades-old boarding school cases.<\/li>\n\n\n\n<li>Fund Native American language revitalization programs in schools and communities.<\/li>\n<\/ul>\n\n\n\n<p>The attorney general\u2019s investigation is modeled after that office\u2019s clergy abuse investigation which reviewed millions of pages of documents from Michigan\u2019s Catholic dioceses, which also operated some of the state\u2019s boarding schools.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Danielle Hagaman-Clark, criminal bureau chief in the AG\u2019s office, told Bridge in January that criminal charges may be slim in the boarding school investigation \u2014&nbsp; the last boarding school closed 42 years ago, so some perpetrators may be dead or the statute of limitations will have run out.&nbsp;<\/p>\n\n\n\n<p>But there is still value in accountability, Hagaman-Clark said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bridge obtained a copy of the 300-page report into treatment at Michigan\u2019s tribal boarding schools that was squelched by state officials.
