{"id":72080,"date":"2026-01-29T16:24:49","date_gmt":"2026-01-29T21:24:49","guid":{"rendered":"https:\/\/bridgemi.com\/?p=72080"},"modified":"2026-01-30T13:21:52","modified_gmt":"2026-01-30T18:21:52","slug":"ice-denies-targeting-schools-bus-stops-amid-tense-michigan-debate","status":"publish","type":"post","link":"https:\/\/bridgemi.com\/michigan-government\/ice-denies-targeting-schools-bus-stops-amid-tense-michigan-debate\/","title":{"rendered":"ICE denies targeting schools as Michigan lawmakers eye restrictions"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li><strong>Federal immigration officials say they are not targeting schools, dispute reports from Ypsilanti&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>Washtenaw Sheriff says ICE will communicate if that changes<\/strong><\/li>\n\n\n\n<li><strong>In tense debate, Michigan lawmakers consider proposal to restrict ICE activities at schools and other \u2018sensitive locations\u2019<\/strong><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<p>US Immigration and Customs Enforcement is not targeting Michigan schools or bus stops and no children were present during arrests this week in Ypsilanti, the agency said Thursday, disputing local reports.&nbsp;<\/p>\n\n\n\n<p>The statement followed the Tuesday <a href=\"https:\/\/bridgemi.com\/talent-education\/ypsilanti-schools-warn-parents-to-take-precautions-amid-reported-ice-detentions\/\">arrest of four people<\/a> that prompted complaints from Ypsilanti-area officials and intense debate Thursday at the Michigan Capitol, where Democrats are pushing legislation that aims to bar immigration enforcement near schools.&nbsp;<\/p>\n\n\n\n<p>Washtenaw County Sheriff Alyshia Dyer <a href=\"https:\/\/www.facebook.com\/SheriffAlyshiaMDyer\/posts\/pfbid0rn8aVZNe2hp9VC4KcaaqzW7miMJ5RwhnJqoRwsvyoU5mdtfvRZRayGRFSv6idDpGl\">had said<\/a> the agency \u201creceived multiple reports from community members that ICE detained a mother in front of her child in the Ypsilanti area, along with other residents\u201d near a bus stop.&nbsp;&nbsp;<\/p>\n\n\n\n<p>But ICE disputed those reports in a statement provided to Bridge.&nbsp;<\/p>\n\n\n\n<p>\u201cICE does NOT target schools for enforcement actions or bus stop locations. To be clear, NO children were present during these arrests,\u201d the agency said in an unattributed statement.&nbsp;<\/p>\n\n\n\n<p><strong>Related:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/bridgemi.com\/talent-education\/ypsilanti-schools-warn-parents-to-take-precautions-amid-reported-ice-detentions\/\"><strong>Ypsilanti schools warn parents amid reported ICE detentions<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/bridgemi.com\/michigan-government\/ice-in-michigan-more-arrests-detainees-and-protests\/\"><strong>ICE in Michigan: More arrests, detainees and protests<\/strong><\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/bridgemi.com\/michigan-government\/dana-nessel-bar-immigration-arrests-at-michigan-courthouses\/\"><strong>Dana Nessel: Bar immigration arrests at Michigan courthouses<\/strong><\/a><\/li>\n<\/ul>\n\n\n\n<p>As for the Tuesday arrests, \u201cICE officers were conducting targeted operations seeking to apprehend illegal aliens with final orders of removal from the United States,\u201d the agency said. \u201cDuring the intelligence-based operation, ICE officers observed two vehicles leave the target\u2019s residence and initiated a vehicle stop.\u201d&nbsp;<\/p>\n\n\n\n<p>Dyer said Thursday that ICE told her much the same: It does not plan to conduct operations near schools or bus stops and has \u201cagreed to communicate if that ever changes for Washtenaw County.\u201d<\/p>\n\n\n\n<p>In a Thursday afternoon interview with Bridge Michigan, Dyer said she was unable to confirm whether or not there were children present for the arrests.&nbsp;<\/p>\n\n\n\n<p>But she said she spoke with ICE earlier in the day, and while immigration authorities operated \u201cnear some sensitive locations,\u201d it \u201csounds like they did not intentionally do any enforcement near school grounds.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Democrats eye ICE restrictions<\/strong><\/h2>\n\n\n\n<p>The new developments came as Michigan lawmakers Thursday debated potential ICE restrictions in the Democratic-led state Senate, including a bill that seeks to prevent immigration enforcement at schools.<\/p>\n\n\n\n<p>The legislative hearing was combative from the start, with verbal sparring between the Democratic chair and the lone Republican in attendance, state Sen. Jim Runestad, who almost immediately blasted it as a \u201ckangaroo court\u201d proceeding.<\/p>\n\n\n\n<p>Many supporters in attendance, however, argued it is important to keep ICE out of schools, hospitals and other \u201csensitive locations\u201d because the presence could deter people from dropping off kids or making medical appointments for fear of deportation.&nbsp;<\/p>\n\n\n\n<p>\u201cIf you are entering a school to detain an individual, you are likely taking a child or an educator,\u201d said state Rep. (Isabel Lohman\/Bridge Michigan)<\/figcaption><\/figure>\n\n\n\n<p>The Trump administration in January revoked a &#8220;<a href=\"https:\/\/www.ice.gov\/doclib\/ero-outreach\/pdf\/10029.2-policy.pdf\">sensitive locations<\/a>&#8221; memo which, since 2011, had prevented ICE enforcement actions near schools, including parking lots and lobbies.&nbsp;<\/p>\n\n\n\n<p>But Runestad, a White Lake conservative who also chairs the Michigan Republican Party, argued initial reports about the Ypsilanti arrests were \u201call inaccurate\u201d and amounted to an \u201cemotional \u2026 pack of lies.\u201d<\/p>\n\n\n\n<p>He also argued Democrats did not allow him to rebut claims about ICE detention and enforcement, accusing them of \u201ccensorship\u201d that could jeopardize the personal safety of ICE agents.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Unmasking ICE?<\/strong><\/h2>\n\n\n\n<p>The legislative debate unfolded amid ongoing national tensions over ICE enforcement, including aggressive tactics in Minneapolis, where federal authorities have <a href=\"https:\/\/bridgemi.com\/michigan-government\/ice-in-michigan-more-arrests-detainees-and-protests\/\">killed two US citizens<\/a> amid an ongoing deportation campaign.&nbsp;<\/p>\n\n\n\n<p>The package before the Michigan Senate Civil Rights, Judiciary and Public Safety Committee would:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bar immigration enforcement officials from <a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0508\">conducting raids<\/a> on places of worship, schools, hospitals and courthouses without a prior court order or if necessary to address an imminent threat to the public<\/li>\n\n\n\n<li>Ban officers from <a href=\"https:\/\/www.legislature.mi.gov\/documents\/2025-2026\/billintroduced\/Senate\/pdf\/2025-SIB-0510.pdf\">wearing masks<\/a> in the line of duty, except if used for health or safety reasons<\/li>\n\n\n\n<li>Prohibit any government agency in Michigan from <a href=\"https:\/\/www.legislature.mi.gov\/documents\/2025-2026\/billintroduced\/Senate\/pdf\/2025-SIB-0509.pdf\">sharing people\u2019s personal information<\/a> for the purposes of immigration enforcement unless there is a judicial warrant<\/li>\n<\/ul>\n\n\n\n<p>The bills are also tied to <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SR-0086\">a nonbinding Senate Resolution<\/a> urging Congress to adopt similar policies at the federal level.&nbsp;<\/p>\n\n\n\n<p>Several supporters who testified Thursday, including former law enforcement, argued that ICE officers concealing their identities made it harder for accountability should those officers commit a crime or violate a person&#8217;s civil rights while in the line of duty.<\/p>\n\n\n\n<p>Ike McKinnon, who served as chief of the Detroit Police Department from 1993 to 1998, told lawmakers that during his decades on the force both he and his family had been threatened for his police work, \u201cand we didn\u2019t wear a mask.\u201d<\/p>\n\n\n\n<p>\u201cThat is part of being a law enforcement officer, or an officer who\u2019s serving and protecting someone,\u201d he said. \u201cYou know this is what you\u2019re going in for.\u201d<\/p>\n\n\n\n<p>\u200b\u200bThe federal government says ICE agents wear masks &#8220;<a href=\"https:\/\/www.ice.gov\/immigration-enforcement-frequently-asked-questions\">to prevent doxing<\/a>, which can (and has) placed them and their families at risk.&#8221;<\/p>\n\n\n\n<p>Committee Chair Stephanie Chang, D-Detroit, said she would likely hold a third hearing on the bills before any potential vote.&nbsp;<\/p>\n\n\n\n<p>Even if approved by the Democratic-led Senate, the package faces little chance of passing the Republican-led House, where Speaker Matt Hall previously said similar ICE mask legislation introduced in his chamber is \u201c<a href=\"https:\/\/www.mlive.com\/politics\/2025\/07\/bill-to-criminalize-masked-ice-officers-is-dead-on-arrival-michigan-house-speaker-says.html\">dead on arrival<\/a>\u201d and \u201cridiculous.\u201d&nbsp;<\/p>\n\n\n\n<p>The full Senate on Thursday did approve a separate <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2026-SR-0092\">nonbinding resolution<\/a> urging Congress to restore and strengthen oversight and accountability mechanisms for both ICE and the US Department of Homeland Security \u201cin light of recent events nationwide.\u201d<\/p>\n\n\n\n<p>That resolution was adopted in a <a href=\"https:\/\/x.com\/NSmithReports\/status\/2016896583581757487\">22-15 vote<\/a>, with support from three Republicans.&nbsp;<\/p>\n\n\n\n<p>\u201cThis is low-hanging fruit,\u201d state Sen.
