It\u2019s the <a href=\"https:\/\/www.novoco.com\/resource-centers\/affordable-housing-tax-credits\/state-lihtc-program-descriptions\">only Midwest state<\/a> \u2014 and among a <a href=\"https:\/\/archive.legmt.gov\/content\/Committees\/Interim\/2023-2024\/Local-Government\/Meetings\/240320-March_20_2024\/04.030-NCSL_State.LIHTC.Programs.pdf\">minority of states nationwide<\/a> \u2014 without the state-level credit.&nbsp;<\/p>\n\n\n\n<p>While legislation has not yet been drafted or introduced in Michigan, state officials have in recent years ramped up calls to invest more in affordable housing. Whitmer has debuted programs like the <a href=\"https:\/\/bridgemi.com\/michigan-government\/michigan-asks-employers-grow-housing-10m-fund-build-baby-build\/\">Employer-Assisted Housing Fund<\/a>, and her administration aims to <a href=\"https:\/\/www.michigan.gov\/mshda\/developers\/statewide-housing-plan\/buildingmihomes\">build or rehabilitate 115,000 units<\/a> across the state by 2027.<\/p>\n\n\n\n<p>\u201cI\u2019m proud of the work we\u2019ve done to expand affordable housing for every Michigan family,\u201d Whitmer <a href=\"https:\/\/www.michigan.gov\/whitmer\/news\/press-releases\/2025\/10\/22\/whitmer-signs-executive-directive-expanding-access-to-affordable-housing-for-younger-michiganders\">said in October <\/a>while signing an executive order to expand awareness of Michigan\u2019s affordable housing programs.&nbsp;<\/p>\n\n\n\n<p>\u201cThese programs make it possible for more people to buy their dream home, a starter home, or rent a great apartment in a thriving community.\u201d<\/p>\n\n\n\n<p>But not having a state-level Low-Income Housing Tax Credit means Michigan is leaving dollars on the table in the form of financing capacity, said Amy Hovey, executive director of the Michigan State Housing Development Authority.<\/p>\n\n\n\n<p>Other states have \u201cbeen able to more aggressively take advantage of\u201d leveraging federal tax credits for state housing projects, Hovey told Bridge earlier this month.&nbsp;<\/p>\n\n\n\n<p>Without a state-level credit, \u201cwe often kind of lag behind in being able to fully utilize\u201d the federal program, Hovey added.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Low incomes, high building capacity<\/strong><\/h2>\n\n\n\n<p>Nearly 1 in 10 of about 1,000 respondents to <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSdOHxDcujY5qm-2YMk3Th0nXHP0xQwdt4g013IFglK7gPMRKQ\/viewform\">a Bridge Michigan reader survey<\/a> on election issues named housing as a top priority, with residents of Detroit, Grand Rapids, Lansing and Traverse City mentioning it most.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSdOHxDcujY5qm-2YMk3Th0nXHP0xQwdt4g013IFglK7gPMRKQ\/viewform\">Tell us what you think 2026 candidates need to address<\/a><\/li>\n<\/ul>\n\n\n\n<p>The Low-Income Housing Tax Credit is the largest source of affordable housing financing in the country. It\u2019s subsidized an estimated 3 million housing units since it was first created in 1986, according to the <a href=\"https:\/\/taxfoundation.org\/research\/all\/federal\/low-income-housing-tax-credit-lihtc\/\">Tax Foundation<\/a>, a nonpartisan Washington think tank.&nbsp;<\/p>\n\n\n\n<p>There are two components to the program: A competitive 9% tax credit, and a noncompetitive 4% tax credit. Both aim to create housing for people generally at or below 60% of an area\u2019s given median income.<\/p>\n\n\n\n<p>The program offers developers nonrefundable tax credits to subsidize the construction of new \u2013 or older but \u201c<a href=\"https:\/\/downloads.regulations.gov\/HUD-2024-0068-0001\/content.html?utm_source=chatgpt.com\">substantially rehabilitated<\/a>\u201d \u2013 housing projects that are subject to rent and income restrictions for at least 15 years.&nbsp;<\/p>\n\n\n\n<p>Bob Filka, CEO of the Homebuilders Association of Michigan, said the federal tax credit has \u201cbeen invaluable for producing housing for low-income families,\u201d telling Bridge earlier this week his group would also support establishing a comparable credit at the state level.<\/p>\n\n\n\n<p>\u201cIt is a critically important program that, if we can enhance in a cost-effective way\u2026 this goes into the mix of a number of different housing-related issues that policymakers need to deal with,\u201d Filka said.&nbsp;<\/p>\n\n\n\n<p>Each state is allocated the 9% tax credit annually, with dollars doled out on a population basis, and can obtain the 4% credit by financing projects through bonds. (Courtesy photo)<br><\/figcaption><\/figure>\n<\/div>\n\n\n<p>Michigan also fully benefits from the federal 4% credit, but because it lacks a state-level equivalent, its projects usually rely more heavily on bonds, federal credits, and other gap-financing sources.<\/p>\n\n\n\n<p>Illinois, a slightly larger population state than Michigan, has its own state-level Low-Income Housing Tax Credit and has paired it with federal credits to support a larger number of housing developments.&nbsp;<\/p>\n\n\n\n<p>In 2024, the state secured $32.4 million in tax credits for 18 multifamily developments that created an additional 2,230 affordable units, <a href=\"https:\/\/www.ilga.gov\/documents\/reports\/ReportsSubmitted\/5621RSGAEmail12125RSGAAttachFY%202024_IHDA_Report%20of%20Activities.pdf?utm_source=chatgpt.com\">according to a report<\/a> from the Illinois Housing Development Authority.<\/p>\n\n\n\n<p>\u201cI\u2019m not going to outright say we\u2019re a reactive state, but we haven\u2019t been a leader\u201d when it comes to maximizing dollars for housing, said Potterpin, president of the Michigan Housing Council.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">An uphill battle<\/h2>\n\n\n\n<p>By creating its own state-level Low-Income Housing Tax Credit, Michigan would lose out on some tax revenue from developers. But with renewed interest in housing, officials are hoping more state lawmakers will take interest \u2013 despite a looming budget crunch.&nbsp;<\/p>\n\n\n\n<p>\u201cI think there\u2019s been a lack of, probably, will at the legislative level to put another tax credit into place,\u201d said Hovey, head of the state\u2019s Housing Development Authority, adding that lack of will stemmed from the fact \u201cwe haven\u2019t been in a housing crisis\u201d until recently.<\/p>\n\n\n\n<p>\u201cNo blame to anyone,\u201d she added, \u201cbut we are in a crisis now.\u201d&nbsp;<\/p>\n\n\n\n<p>Michigan has <a href=\"https:\/\/www.michigan.gov\/mshda\/developers\/statewide-housing-plan\/buildingmihomes\">built or rehabilitated<\/a> nearly 84,000 dwellings across the state since Whitmer first announced her goal of building or fixing up 75,000 homes in 2021. Since then, the state has averaged building or fixing around 19,670 dwellings per year under this program, and spent $2.61 billion across all housing programs during the most recent fiscal year.<\/p>\n\n\n\n<p>But it remains to be seen how much the state will spend on affordable housing in coming years.&nbsp;<\/p>\n\n\n\n<p>Earlier this month, economists forecast state lawmakers would need to <a href=\"https:\/\/bridgemi.com\/michigan-government\/tough-decisions-coming-as-michigan-faces-1-billion-budget-hole\/\">cut roughly $1 billion<\/a> from the state budget in order to keep things balanced.&nbsp;<\/p>\n\n\n\n<p>And this week, House Speaker Matt Hall told reporters he <a href=\"https:\/\/www.youtube.com\/watch?v=2nVRn5FtXJg\">wanted to cut $800 million<\/a> in ongoing funding to state departments in addition to $500 million of lawmaker pet projects.<\/p>\n\n\n\n<p>Only budget officials and Democrats \u201cmake it sound like a bad thing when you\u2019re giving tax money back to the taxpayers,\u201d said Hall, R-Richland Township.<\/p>\n\n\n\n<p>Potterpin, with the Michigan Housing Council, isn\u2019t sweating the budget numbers at this point. Even if the state does pass some sort of state-level Low-Income Housing Tax Credit this year, he noted it would still take time to get the actual program up and running \u2014 by his estimate, likely 2029 \u2013 and developers would only get the tax credit once finished with their builds.<\/p>\n\n\n\n<p>\u201cOver the last five years, we\u2019ve seen housing become the mainstream narrative,\u201d Potterpin said. \u201cWe finally think that there\u2019s enough support in Michigan for this, where there hasn\u2019t been in the past.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Most states have a low-income housing tax credit program.
