Gretchen Whitmer says Michigan must do more to address literacy \u2018crisis\u2019<\/strong><\/li>\n\n\n\n<li><strong>Michigan\u2019s reading scores alarm business leaders, who say literacy is an economic issue<\/strong><\/li>\n\n\n\n<li><strong>Mississippi experts told Michigan leaders at a literacy summit in Detroit Monday that teacher training and consistency in policy are important for reading gains<\/strong><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<p>DETROIT \u2014 Michigan is facing an \u201call hands on deck crisis\u201d in literacy, Gov. Gretchen Whitmer said in a speech to education leaders Monday.&nbsp;<\/p>\n\n\n\n<p>Whitmer spoke at the Michigan Literacy Summit, attended by elected officials, school leaders and business leaders. The governor&#8217;s office and the Michigan Department of Education co-hosted the event with support from the Ballmer Group and W.K. Kellogg Foundation.&nbsp;<\/p>\n\n\n\n<p>Whitmer said the state has made positive policy steps for literacy but more needs to be done. She said the state should continue to fund pre-K, make sure teachers have \u201cthe best training, curriculum, assessments and resources\u201d and<strong> <\/strong>identify and support children who need more help.&nbsp;<\/p>\n\n\n\n<p>&#8220;In the 12 months I have left as governor, literacy will remain my No. 1 priority.&#8221;<\/p>\n\n\n\n<p>The event followed months of Bridge Michigan reporting about the state&#8217;s educational slide, which continues <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-spent-big-fix-schools-result-worse-scores-and-plenty-blame\/\">despite a surge of funding<\/a>. Unlike other states, Michigan has failed to <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-k-12-crisis-state-slow-to-respond-as-kids-miss-school-scores-fall\/\">aggressively respond to chronic absenteeism<\/a> and has <a href=\"https:\/\/bridgemi.com\/talent-education\/mississippi-turned-around-its-schools-its-secret-tools-michigan-abandoned\/\">abandoned reforms that worked in other states<\/a>.<\/p>\n\n\n\n<p>During Monday&#8217;s event, speakers talked about Michigan\u2019s challenges, what the state could learn from the so-called \u201cMississippi miracle\u201d academic turnaround and areas where Michigan is making progress on literacy.\u00a0<\/p>\n\n\n\n<p>\u201cLiteracy is my top priority as state superintendent,\u201d said State Superintendent Glenn Maleyko said.&nbsp;<\/p>\n\n\n\n<p><strong>Related:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/bridgemi.com\/talent-education\/mississippi-turned-around-its-schools-its-secret-tools-michigan-abandoned\/\"><strong>Mississippi turned around its schools. Will mandatory teacher training help?<\/strong><\/a><\/li>\n<\/ul>\n\n\n\n<p>It\u2019s a bold task.&nbsp;<\/p>\n\n\n\n<p>Michigan ranked <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-spent-big-fix-schools-result-worse-scores-and-plenty-blame\/?_gl=1*8o3y1u*_gcl_au*MTUwNTA5MDQ0NS4xNzY0NzY5MDk2*_ga*MjA3NzQ4MjgxMS4xNzI1NDYyMTQy*_ga_SDMLQHFB10*czE3NjU0NzcwMzIkbzE1MjgkZzEkdDE3NjU0NzkyNjIkajYwJGwwJGgw*_ga_1E2G9MSHX5*czE3NjU0NzcwMzIkbzE1MzEkZzEkdDE3NjU0NzkyNTQkajYwJGwwJGgw*_ga_KX5CRZVP9F*czE3NjU0NzcwMzIkbzQ0MSRnMSR0MTc2NTQ3OTI1NCRqNjAkbDAkaDA.\">44th in the nation for fourth grade reading<\/a> on a national test in 2024, the National Assessment of Educational Progress.<br><br>Third grade reading scores reached a <a href=\"https:\/\/bridgemi.com\/talent-education\/m-step-results-third-grade-english-language-arts-reaches-new-low\/\">new low on state tests too<\/a>.&nbsp;<\/p>\n\n\n\n<p>Yet, the scores may be the push needed to get leaders aligned on a common goal. Panelists spoke of the need to pick a goal and stick to it despite political pressure or changes in leadership.&nbsp;<\/p>\n\n\n\n<p>Ron Hall, CEO of Bridgewater Interiors and board member of school reform group Launch Michigan, said the scores are \u201cfinally bad enough they\u2019ve gotten everybody\u2019s attention.\u201d<\/p>\n\n\n\n<p>David Pelc, a reading interventionist at Romulus School District, said he had been in the classroom for 20 years before he started to understand just how important \u201c<a href=\"https:\/\/www.improvingliteracy.org\/resource\/phonemic-awareness-what-is-it-and-why-is-it-important\">phonemic awareness<\/a>\u201d was in reading skills.<\/p>\n\n\n\n<p>Pelc is an administrator of the Facebook group <a href=\"https:\/\/www.facebook.com\/groups\/2657508817861596\">Michigan&#8217;s Science of Reading-What I Should Have Learned in College<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cTeachers need time to practice,\u201d Pelc said. \u201cThey need to get good at this work. (Isabel Lohman\/Bridge Michigan) <\/figcaption><\/figure>\n\n\n\n<p>Speakers said the state is building momentum with access to <a href=\"https:\/\/bridgemi.com\/talent-education\/enrollment-in-michigans-free-pre-k-program-for-4-year-olds-reaches-new-high\/\">no-cost Pre-K<\/a>, funds <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-schools-are-floundering-how-some-buck-the-trend-improve-literacy\/\">for teacher training<\/a> and partnerships with afterschool programs.&nbsp;<\/p>\n\n\n\n<p>\u201cLiteracy is not a partisan issue,\u201d Whitmer said. \u201cIt&#8217;s not just a public sector problem. It&#8217;s an all hands on deck crisis.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Learning from the Magnolia State<\/strong><\/h2>\n\n\n\n<p>Attendees heard from speakers from Mississippi, <a href=\"https:\/\/bridgemi.com\/talent-education\/mississippi-turned-around-its-schools-its-secret-tools-michigan-abandoned\/\">which has gained national attention for its improvement<\/a> in fourth-grade reading national rankings over several years.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Mississippi trained teachers on the \u201cscience of reading,\u201d a body of research about how people learn to read. Michigan offers state-funded training on the science of reading but <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-students-lag-in-reading-will-mandatory-teacher-training-help\/\">it is not mandatory for teachers to complete<\/a>.&nbsp; Maleyko and his predecessor Michael Rice <a href=\"https:\/\/bridgemi.com\/talent-education\/new-michigan-superintendent-aims-to-raise-test-scores-collaborate-with-whitmer\/\">both<\/a> <a href=\"https:\/\/www.michigan.gov\/mde\/-\/media\/Project\/Websites\/mde\/top10\/2025-Legislative-Priority-Letter\/250115-2025-Legislative-Priorities-for-Education.pdf\">support<\/a> making a training course called Lexia LETRS (Language Essentials for Teachers of Reading and Spelling) training mandatory.<\/p>\n\n\n\n<div class=\"wp-block-group alignright is-layout-grid wp-container-core-group-is-layout-9649a0d9 wp-block-group-is-layout-grid\">\n<div class=\"infogram-embed\" data-id=\"eaacdb76-ccc5-4d3a-92b8-a809c7a20429\" data-type=\"interactive\" data-title=\"Reading and Math, Ms. v Mi.\"><\/div><script>!function(e,n,i,s){var d=\"InfogramEmbeds\";var o=e.getElementsByTagName(n)[0];if(window[d]&&window[d].initialized)window[d].process&&window[d].process();else if(!e.getElementById(i)){var r=e.createElement(n);r.async=1,r.id=i,r.src=s,o.parentNode.insertBefore(r,o)}}(document,\"script\",\"infogram-async\",\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\");<\/script>\n<\/div>\n\n\n\n<p>Mississippi holds back third graders who are testing poorly on a state test and uses a school accountability system where districts are graded A-F. Michigan <a href=\"https:\/\/www.detroitnews.com\/story\/news\/politics\/michigan\/2023\/03\/24\/whitmer-signs-bill-eliminating-retention-mandate-in-michigan-third-grade-reading-law\/70046401007\/\">reversed its third grade retention law<\/a> in 2023 and also got rid of its <a href=\"https:\/\/www.michigan.gov\/whitmer\/news\/press-releases\/2023\/05\/22\/whitmer-signs-legislation-to-remove-red-tape-for-michigan-schools\">A-F school grading<\/a> system.&nbsp;<br><br>Mississippi also deployed literacy coaches to work with teachers in the lowest performing schools. In Michigan, state funding pays for <a href=\"https:\/\/www.michigan.gov\/mde\/services\/financial-management\/grants\/literacy-coach\">literacy coaches in intermediate school districts<\/a>.<\/p>\n\n\n\n<p>In recent years, Mississippi has highly encouraged school districts to use a literacy curriculum from a list of vetted options. Michigan now has a vetted curriculum list, and school districts <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-awards-87-million-for-schools-to-buy-proven-literacy-materials\/\">can apply for funding to purchase these materials<\/a>.&nbsp;<\/p>\n\n\n\n<p>Finally, Michigan has <a href=\"https:\/\/www.chalkbeat.org\/detroit\/2024\/09\/25\/science-of-reading-bills-move-toward-vote-in-michigan-house\/\">passed two laws <\/a>aimed at ensuring teachers know the science of reading, use \u201cevidence-based\u201d practices in the classroom and screen students for characteristics of dyslexia. But parts of the law aren\u2019t in full effect until the 2027-2028 school year.&nbsp;<\/p>\n\n\n\n<p>Kelly Butler, former director of the Barksdale Reading Institute, a group that led several reading initiatives across Mississippi, told Michigan attendees there is hope. She said there\u2019s already research on what works with coaching and curriculum, and now it\u2019s about having a shared responsibility among education players to make improvements.&nbsp;<\/p>\n\n\n\n<p>The summit took place at the Michigan Science Center in Detroit, in an auditorium that seats <a href=\"https:\/\/www.mi-sci.org\/theaters\/\">roughly 240 people<\/a>.<\/p>\n\n\n\n<p>State board of education member Nikki Snyder, R-Goodrich, told Bridge she agrees with Whitmer.&nbsp;<\/p>\n\n\n\n<p>\u201cI think that\u2019s 100% accurate &#8211; it is an all hands on deck approach,\u201d Snyder told Bridge. \u201cThe things that need to change and the support that teachers need for LETRS Training is number one right now.
