{"id":65787,"date":"2025-08-27T11:58:21","date_gmt":"2025-08-27T15:58:21","guid":{"rendered":"https:\/\/bridgemi.com\/?p=65787"},"modified":"2025-09-23T09:02:56","modified_gmt":"2025-09-23T13:02:56","slug":"m-step-results-third-grade-english-language-arts-reaches-new-low","status":"publish","type":"post","link":"https:\/\/bridgemi.com\/talent-education\/m-step-results-third-grade-english-language-arts-reaches-new-low\/","title":{"rendered":"M-STEP results: Third grade English language arts reaches new low"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li><strong>Michigan third grade English language arts test results reach new low<\/strong><\/li>\n\n\n\n<li><strong>Overall proficiency rates on state tests are below pre-pandemic, except eighth grade English language arts&nbsp;<\/strong><\/li>\n\n\n\n<li><strong>State Superintendent Michael Rice says third and fourth grade ELA scores \u2018remain a concern\u2019 but says recently passed laws will help<\/strong><\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity is-style-wide\"\/>\n\n\n\n<p>Last spring Michigan third grade students recorded their lowest performance in English language arts in the <a href=\"https:\/\/www.detroitnews.com\/story\/news\/local\/michigan\/2024\/08\/28\/reading-scores-at-10-year-low-for-mich-third-graders-m-step-scores-show\/74858441007\/\">11-year history of the state test<\/a>.&nbsp;<\/p>\n\n\n\n<p>Only 38.9% of the third graders were proficient in ELA, down from 39.6% in 2024, according to latest results released Wednesday from the Michigan Student Test of Educational Progress, known as the M-STEP.<\/p>\n\n\n\n<p>Eighth grade scores come from the PSAT test.<\/p>\n\n\n\n<p>There are some positive trends: test scores are up in four out of six grades in both English language arts and math. Still, overall proficiency rates remain below pre-pandemic levels in all subjects and grades except eighth grade English language arts.<\/p>\n\n\n\n<p>Those eighth grade students were third graders when schools shut down in spring 2020 because of the COVID-19 outbreak.&nbsp;<\/p>\n\n\n\n<p>The results show Michigan\u2019s educators still face an uphill battle to recover <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-students-fell-behind-during-covid-their-recovery-lags-other-states\/\">learning lost during the pandemic<\/a>. Michigan has fared <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-spent-big-fix-schools-result-worse-scores-and-plenty-blame\/\">poorly compared to most states<\/a> in national tests, with its students among the farthest behind compared to where they were before COVID disrupted learning across the country.&nbsp;<\/p>\n\n\n\n<p>The state\u2019s students <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-spent-big-fix-schools-result-worse-scores-and-plenty-blame\/?_gl=1*1b8jhem*_gcl_au*MTQ3ODEwNjAxNi4xNzQ4ODg4NDgx*_ga*MjA3NzQ4MjgxMS4xNzI1NDYyMTQy*_ga_SDMLQHFB10*czE3NTYzMTk4NDEkbzExODMkZzEkdDE3NTYzMjI0MDYkajE2JGwwJGgw*_ga_1E2G9MSHX5*czE3NTYzMTk4NDEkbzExOTIkZzEkdDE3NTYzMjI0MDYkajE2JGwwJGgw*_ga_KX5CRZVP9F*czE3NTYzMTk4NDEkbzEwMSRnMSR0MTc1NjMyMjQwNiRqMTYkbDAkaDA.\">fell behind peers in places<\/a> like <a href=\"https:\/\/bridgemi.com\/talent-education\/mississippi-turned-around-its-schools-its-secret-tools-michigan-abandoned\/?_gl=1*4dmylv*_gcl_au*NzM2OTY4MDY4LjE3NDg4NjY0Njc.*_ga*MTk5NjI5MTgwLjE3Mjc4ODY5ODQ.*_ga_SDMLQHFB10*czE3NTYzMjQ0OTAkbzEzNzYkZzEkdDE3NTYzMjQ3MTkkajYwJGwwJGgw\">Mississippi<\/a> despite tens of <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-schools-hiring-spree-can-it-reverse-titanic-learning-losses\/\">thousands of additional staff<\/a>, free early childhood education and greater free nutrition options.<\/p>\n\n\n\n<div class=\"wp-block-group alignright is-layout-grid wp-container-core-group-is-layout-9649a0d9 wp-block-group-is-layout-grid\">\n<div class=\"infogram-embed\" data-id=\"d9a432e3-8691-4305-b1dc-a1a3e0afe853\" data-type=\"interactive\" data-title=\"M-STEP 2024-2025\"><\/div><script>!function(e,n,i,s){var d=\"InfogramEmbeds\";var o=e.getElementsByTagName(n)[0];if(window[d]&&window[d].initialized)window[d].process&&window[d].process();else if(!e.getElementById(i)){var r=e.createElement(n);r.async=1,r.id=i,r.src=s,o.parentNode.insertBefore(r,o)}}(document,\"script\",\"infogram-async\",\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\");<\/script>\n<\/div>\n\n\n\n<p>\u201cHere\u2019s what today\u2019s test results mean: if you walk into a third-grade classroom in Michigan, six out of 10 children in that room cannot read proficiently,&#8221; Jeff Donofrio, president and CEO of Business Leaders for Michigan, said in a statement. &#8220;It highlights how dramatically Michigan\u2019s kids, teachers and parents are being let down by our state\u2019s education system. <\/p>\n\n\n\n<p>&#8220;Just throwing more money at the problem or pointing fingers won\u2019t solve anything.&nbsp;We need leaders committed to setting clear goals, implementing proven models and bringing together those who aren\u2019t satisfied with the status quo to do better by our kids.\u201d&nbsp;<\/p>\n\n\n\n<p>State Superintendent Michael Rice, <a href=\"https:\/\/bridgemi.com\/talent-education\/michigans-state-superintendent-michael-rice-will-retire-later-year\/\">who is leaving his post soon<\/a>, focused his comments on recent gains and made little mention of the steep losses students registered in 2022 and 2023.&nbsp;<\/p>\n\n\n\n<p>\u201cIt is noteworthy that in many grades, Michigan students posted the highest math and ELA proficiency rates in the last three school years,\u201d Rice said in a news release. \u201cAt the same time, however, ELA scores in grades 3 and 4 remain a concern. Once fully implemented, historic 2024 laws to address early literacy and dyslexia will help substantially, but we must do more to improve literacy skills of young readers.\u201d<\/p>\n\n\n\n<p>Lawmakers <a href=\"https:\/\/www.legislature.mi.gov\/documents\/2023-2024\/billanalysis\/Senate\/pdf\/2023-SFA-0567-N.pdf\">passed two bipartisan laws last year<\/a> aimed at improving how schools teach literacy skills. The laws will require schools to screen students for characteristics of dyslexia and provide evidence-based literacy instruction. Plus, educator preparation programs will be required to train future teachers on dyslexia and student support strategies. The state is also investing millions in <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-awards-87-million-for-schools-to-buy-proven-literacy-materials\/\">teacher training and curriculum materials<\/a>.<\/p>\n\n\n\n<p>The Michigan Department of Education did, however, highlight that students who were learning remotely in 2020-21 continue to struggle.<\/p>\n\n\n\n<p>MDE determined that of all economically disadvantaged 3-7 graders who spent seven months or more studying from home that year, 16.9% were proficient in ELA this past spring, compared to 27.6% of those who were in school more frequently.<\/p>\n\n\n\n<p>In math, the gap was similar: 10.4% who were home-bound for seven months or more compared to 22.3% who were not.<\/p>\n\n\n\n<p>Those same gaps affected those who are not economically disadvantaged. In ELA, 45.6% of students in longer remote settings were proficient compared to 56.8% of those who were in school more. In math, the gap was bigger: 36.8% proficient for the remote students compared to 52.8% to those in school longer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Look up your school district<\/strong><\/h2>\n\n\n\n<div class=\"wp-block-group alignright is-layout-grid wp-container-core-group-is-layout-9649a0d9 wp-block-group-is-layout-grid\">\n<div class=\"infogram-embed\" data-id=\"6807b77c-05ed-47e9-90fb-33618d4bcff6\" data-type=\"interactive\" data-title=\"M-STEP 2025 Lookup\"><\/div><script>!function(e,n,i,s){var d=\"InfogramEmbeds\";var o=e.getElementsByTagName(n)[0];if(window[d]&&window[d].initialized)window[d].process&&window[d].process();else if(!e.getElementById(i)){var r=e.createElement(n);r.async=1,r.id=i,r.src=s,o.parentNode.insertBefore(r,o)}}(document,\"script\",\"infogram-async\",\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\");<\/script>\n<\/div>\n\n\n\n<p>School districts administer the test to students in the spring.&nbsp;The test is typically administered yearly but students did not take exams in 2020 because of the pandemic.<br><\/p>\n\n\n\n<p>Here are some district takeaways:&nbsp;<\/p>\n\n\n\n<p><strong>Dearborn Public Schools:<\/strong> The Wayne County district\u2019s fourth, fifth, sixth and seventh grade math scores are up compared to pre-pandemic. Its reading scores are down in most grades tested but up in fifth grade. Superintendent Glenn Maleyko is poised to <a href=\"https:\/\/bridgemi.com\/talent-education\/dearborn-public-schools-chief-poised-to-become-next-state-superintendent\/\">become the next state superintendent<\/a>.<\/p>\n\n\n\n<p><strong>Detroit Public Schools Community District: <\/strong>The state\u2019s largest public school district reports higher ELA scores compared to pre-pandemic in all grades tested. Math is also up in fourth, fifth, sixth and seventh grade. The proficiency rates are still much lower than the statewide numbers. Superintendent Nikolai Vitti has testified in support of bills to help students with dyslexia and DPSCD has hired <a href=\"https:\/\/www.chalkbeat.org\/detroit\/2025\/01\/31\/dpscd-superintendent-nikolai-vitti-gives-state-of-the-district-speech\/\">more than 250 academic interventionists to help students, using funds from a literacy lawsuit.<\/a> (DPSCD\u2019s results are labeled \u201cDetroit\u201d in Bridge\u2019s searchable database.)&nbsp;<\/p>\n\n\n\n<p><strong>Ann Arbor Public Schools:<\/strong> The Washtenaw County school district\u2019s scores are below pre-pandemic levels across third through eighth grade in both ELA and math. But ELA and math scores are up in all grades compared to last year except third and fourth grade ELA and third grade math.&nbsp;<\/p>\n\n\n\n<p><strong>Grand Rapids Public Schools: <\/strong>The Kent County district\u2019s sixth and seventh grade math scores are higher than pre-pandemic along with the seventh grade ELA. Compared to last year, math scores are up in each grade but ELA scores are down in third, sixth and seventh, tied in fifth and up in fourth.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Literacy scores remain a concern<\/strong><\/h2>\n\n\n\n<p>During the first school year that the M-STEP was administered, 2014-2015, half of the third grade students were proficient. Last year, 39.6% of third grade students were proficient in ELA.<\/p>\n\n\n\n<p>Rice reiterated calls for several funding and policy changes. The Legislature and Gov. Rice has called for the state Legislature to <a href=\"https:\/\/bridgemi.com\/talent-education\/michigan-awards-87-million-for-schools-to-buy-proven-literacy-materials\/\">double the funding<\/a> for evidence-based literacy materials.&nbsp;<\/p>\n\n\n\n<p>Recently, 561 school districts received a total of $87 million to purchase materials but they had to select from either curriculum funds, professional development or \u201cinterventions.\u201d The state <a href=\"https:\/\/www.michigan.gov\/mde\/services\/financial-management\/grants\/letrs-training-grant\">offers grants for LETRS training<\/a> but the training is optional.<\/p>\n\n\n\n<p>State Sen. Jaime Greene, R-Richmond, said the results underscore the importance of the legislation. School districts have a few years before the requirements fully kick in, but Greene said districts that can should \u201cfast track\u201d changes \u201cbecause what they are currently doing is absolutely not working.\u201d<\/p>\n\n\n\n<p>Venessa Keesler, president and CEO of school reform group Launch Michigan, told Bridge \u201cLiteracy has to be the state\u2019s top priority. And the good news is we actually know what to do and we\u2019re doing most of it.\u201d&nbsp;<\/p>\n\n\n\n<p>She called for high-quality curriculum and teacher training requirements. Additionally, she said districts should use assessments that determine if students have decoding skills and then use that data to make changes to course-correct more quickly.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Poverty gap drops<\/strong><\/h2>\n\n\n\n<p>The latest test results show that the gap between poor students and those who are not remains vast in Michigan \u2014 the non-poor have proficiency rates that double those of poor students \u2014 but it has shrunk since the pandemic.<\/p>\n\n\n\n<p>But it\u2019s contracted largely because overall proficiency rates among the non-poor fell even farther than those of economically disadvantaged students. For instance, 31.3% of poor third graders were proficient in English in the 2018-19 school year, compared to 62.8% of the non-poor.<\/p>\n\n\n\n<p>The non-poor scores, however, fell 7.1 percentage points, to 55.7% this past spring, while the poor scores fell 5.6 percentage points to 25.7%; the gap shrunk from 31.5 points to 30.
