{"id":65103,"date":"2025-08-11T17:28:01","date_gmt":"2025-08-11T21:28:01","guid":{"rendered":"https:\/\/bridgemi.com\/?p=65103"},"modified":"2025-08-11T17:28:03","modified_gmt":"2025-08-11T21:28:03","slug":"i-375-project-delayed-to-address-concerns-from-detroiters","status":"publish","type":"post","link":"https:\/\/bridgemi.com\/urban-affairs\/i-375-project-delayed-to-address-concerns-from-detroiters\/","title":{"rendered":"I-375 project delayed to address concerns from Detroiters"},"content":{"rendered":"\n<p>State officials will \u201ctake a step back and re-evaluate\u201d the <a href=\"https:\/\/www.bridgedetroit.com\/detroit-i375-freeway-redesign-black-bottom-paradise-valley\/\">controversial reconfiguration<\/a> of I-375 through downtown Detroit, <a href=\"https:\/\/www.bridgedetroit.com\/petition-urges-whitmer-duggan-to-pause-i-375-rebuild\/\">meeting the demands<\/a> of residents and business owners who <a href=\"https:\/\/www.bridgedetroit.com\/some-detroiters-say-i-375-design-ignored-them-call-for-a-restart\/\">spent years<\/a> trying to delay construction in light of their <a href=\"https:\/\/www.bridgedetroit.com\/i-375-makes-eastern-market-nervous\/\">concerns<\/a>.&nbsp;<\/p>\n\n\n\n<p>Members of a local advisory committee made up of residents were notified by the state in a Monday morning email obtained by BridgeDetroit. The Michigan Department of Transportation announced the news a few hours later, citing \u201crising costs, longevity of the final project and roadway, and public concern over design elements.\u201d Construction was previously expected to start this fall.<\/p>\n\n\n\n<p>&#8220;We have one opportunity to get this project right,&#8221; State Transportation Director Bradley Wieferich said in a statement. &#8220;I-375 has been open for more than 60 years, and we expect the new I-375, whatever design it may be, to be in place much longer. Getting this right for the community and our stakeholders, while remaining good stewards of tax dollars, will remain our priority.&#8221;<\/p>\n\n\n\n<p>Midtown Detroit Inc. Executive Director Melanie Markowicz has been a member of the advisory council involved in discussions about the project since 2019. She said the delay shows the process was flawed from the start, crediting MDOT with being great at building highways but not so much when it comes to urban planning.&nbsp;<\/p>\n\n\n\n<p>\u201cInherently, this project is not building a highway, it\u2019s reinstituting part of the cityscape, which requires urban planning and social justice (knowledge),\u201d Markowicz said. \u201cThese are things MDOT is not an expert in and did not consider in the planning for this. MDOT moving forward should really think about the social and political implications of projects as they move along.\u201d<\/p>\n\n\n\n<p>Markowicz said MDOT needs to focus on public infrastructure components like walkability, lighting, safe street crossings and what will be done with vacant land before deciding how the freeway interacts with the area. Markowicz said construction mitigation plans are also needed to prevent the massive project from cutting off access to nearby hospitals, businesses, neighborhoods and casinos that generate tax revenue for the city.&nbsp;<\/p>\n\n\n\n<p>\u201cI don&#8217;t know if I expected this to happen; I hoped it would happen,\u201d she said. \u201cA strategic pause (will help MDOT) think about how we\u2019re designing our city and community with respect for and involvement of that community.\u201d&nbsp;<\/p>\n\n\n\n<p>MDOT Deputy Region Engineer Jason Garza could not be reached for comment. In an email to members of the resident advisory council, he said the project team is working to determine next steps. Garza was introduced as the new project leader in May.&nbsp;<\/p>\n\n\n\n<p>State Sen. Stephanie Chang, D-Detroit, spoke Monday with Garza and believes pausing the project to reevaluate is the right move. Chang said it\u2019s a \u201cbig win for the community,\u201d likely caused by people consistently raising their voice; the situation had created rising tension as residents felt their feedback was being left out of the process.<\/p>\n\n\n\n<p>\u201cIt\u2019s a good indication that they are listening to many of the concerns that have been raised over the years,\u201d she said. \u201cIt\u2019s a good sign, but what comes of this process, that\u2019s obviously what we\u2019re going to be looking for.\u201d<\/p>\n\n\n\n<p>Bryan Boyer, a Detroit resident who served on the local advisory committee, said a lack of quality public engagement led to the project\u2019s poor reception.<\/p>\n\n\n\n<p>\u201cAfter watching MDOT demonstrate all too painfully over the past five years that the I-375 project was beyond their ability to manage, I am relieved that the poorly planned current version of the I-375 project is being put on hold,\u201d Boyer said in an email. \u201cI do still believe in the idea of removing I-375, repairing the urban fabric it destroyed and using this as an opportunity to demonstrate that Detroit is able to have hard conversations about restorative justice and to do right by those who\u2019ve been wronged in the past.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Updates still necessary&nbsp;<\/strong><\/h2>\n\n\n\n<p>MDOT <a href=\"https:\/\/www.michigan.gov\/mdot\/-\/media\/Project\/Websites\/MDOT\/Projects-Studies\/Studies\/Environmentally-Cleared\/I-375\/FONSI\/I-375-FONSI.pdf?rev=4e49792dbc4545cf90e4a927cfbb53d8&amp;hash=3BEF4FD55F5B824DB5EA22FB498318C8\">planning documents<\/a> show the project was necessary to upgrade \u201cstructurally deficient\u201d freeway bridges and tight road curves that pose safety issues. The project would have converted the 1-mile-long below-ground freeway into a raised six-lane street with reduced traffic speed, new bike lanes and large pedestrian sidewalks. Bridges along the corridor will require replacement soon to remain safe and open to the public, MDOT said Monday.<\/p>\n\n\n\n<p>\u201cUpgrading I-375 is a priority for the department,\u201d said MDOT Deputy Director of Public Affairs for Communications Jocelyn Garza. \u201cThe pavement is currently rated in poor condition and several of the bridges need to be replaced. Work will occur, and ensuring the bridges remain safe in the meantime will remain a priority, but certainly places some urgency on committing to a final design.\u201d&nbsp;<\/p>\n\n\n\n<p><a href=\"https:\/\/www.michigan.gov\/whitmer\/news\/press-releases\/2022\/09\/15\/whitmer-sec-buttigieg-and-local-leaders-celebrate-historic-i-375-project\">The U.S. Department of Transportation<\/a> supplied a $105 million <a href=\"https:\/\/www.americanprogress.org\/article\/i-375-reconnecting-communities-project\/\">\u201creconnecting communities\u201d<\/a> grant provided by the Biden administration. That would have covered a third of the originally projected $300 million cost of construction, which ballooned to <a href=\"https:\/\/www.bridgedetroit.com\/detroit-i375-freeway-redesign-black-bottom-paradise-valley\/\">$500 million<\/a> by this year.&nbsp;<\/p>\n\n\n\n<p>MDOT said the grant agreement will need to be updated if the design is changed, since the project would be different from what was previously agreed upon with the Federal Highway Administration. MDOT doesn\u2019t intend to return any funding to the federal government.&nbsp;<\/p>\n\n\n\n<p>When the grant was announced in 2022, Mayor Mike Duggan said it helped accelerate the construction timeline. At the time, Duggan said he was eager to \u201cfill in the ditch and re-knit this community.\u201d It\u2019s unclear when construction could start now.<\/p>\n\n\n\n<p>Duggan declined to comment immediately on Monday, but his 2022 statement echoed promises from officials that the project would have a <a href=\"https:\/\/www.bridgedetroit.com\/reparative-discussions-consider-how-i-375-rebuild-will-honor-historic-black-neighborhoods\/\">reparative<\/a> component, which raised some eyebrows. The highway was the final nail in the coffin for Black Bottom and Paradise Valley, which were decimated by urban renewal projects in the 1950s. The new highway promised to correct the harm caused by displacing residents and Black-owned businesses, but Detroit\u2019s reparations task force had little involvement in the project.&nbsp;<\/p>\n\n\n\n<p>When the funding was announced, former U.S. Transportation Secretary Pete Buttigieg said the highway \u201ccuts like a gash through the neighborhood\u201d and would be reconfigured to \u201cconnect rather than divide\u201d the lower eastside and downtown. Residents were skeptical. Markowicz said promises to bring back Black Bottom are \u201cvery insulting and disturbing,\u201d but the project had multiple justifications over the years, including the need to replace aging bridges.&nbsp;<\/p>\n\n\n\n<p>Detroit City Council President and mayoral candidate Mary Sheffield, who represents District 5 where the freeway is located, could not be reached for comment. During a recent mayoral debate on Mackinac Island, when asked whether she supports the project and what it should look like, Sheffield noted the impact 375 had in stripping away generational wealth from Black communities. She also cited a &#8220;lack of trust&#8221; and a &#8220;lack of engagement to address that issue.&#8221;<\/p>\n\n\n\n<p>In a Monday statement, her challenger, the Rev. Solomon Kinloch, didn\u2019t name Sheffield but said representatives of the area failed to provide restorative solutions.&nbsp;<\/p>\n\n\n\n<p>\u201cPeople need a voice early in the process, and that didn\u2019t happen on this project,\u201d Kinloch said in a statement. \u201cInstitutional city politicians representing the area once known as Black Bottom and Paradise Valley have not done enough to engage people or to fight for the healing and justice that former residents, businesses, and their descendants deserve. Restorative practices will only take place when people in power commit to implementing solutions versus symbolic actions.\u201d<\/p>\n\n\n\n<p>Carl Bentley, a member of the <a href=\"https:\/\/wdet.org\/2024\/05\/09\/created-equal-residents-speak-out-against-i-375-redevelopment-plan\/\">ReThink I-375 coalition<\/a> who opposed the development plan, said those who advocated for hitting the brakes should celebrate a win.<\/p>\n\n\n\n<p>\u201cThey heard us,\u201d Bentley said. \u201cIt was a road project and not a community restorative project. This shows the community truly stepped up and had an impact on the decisions being made. I\u2019m not sure we do a victory lap here as much as we celebrate an opportunity to rethink this.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Concerns remain<\/strong><\/h2>\n\n\n\n<p>Residents voiced numerous concerns, including the safety of pedestrian crossings on the planned boulevard, what would be done with <a href=\"https:\/\/www.bridgedetroit.com\/detroit-to-study-land-uses-along-i-375-rebuild\/\">30 acres of new real estate<\/a>, how construction would impact businesses in Eastern Market and downtown, plus how the project would specifically repair the historic damage to Black communities.&nbsp;<\/p>\n\n\n\n<p>Last June, the City Council hired a firm to study zoning and land use strategies for the new real estate. Interboro Partners, LLC was selected for a $349,818 contract in consultation with Detroit Collaborative Design Center and the Black Bottom Archives.<\/p>\n\n\n\n<p>City Planner Alexa Bush said zoning and land use decisions will be affected by the project, since the potential future land would only be created if the freeway is removed. Bush said she heard the news on Monday but is waiting to learn more about the new direction before commenting further.&nbsp;<\/p>\n\n\n\n<p>Eric Larson, CEO of the Downtown Detroit Partnership, said the delay comes as a \u201crelief.\u201d The Downtown Detroit Partnership created a <a href=\"https:\/\/www.bridgedetroit.com\/detroit-1375-freeway-reconfiguration-plan-resident-feedback\/\">\u201cpeer review\u201d of the plan<\/a>, which included recommendations for roadway redesigns, protections for businesses disrupted by construction and opportunities to add housing and improve public spaces east of downtown.<\/p>\n\n\n\n<p>\u201cIt was becoming more and more clear that there were still a number of challenges with the project, not widespread buy-in with the community,\u201d Larson said. \u201cIt\u2019s critical to get this right and to repeat some of the sins of the past for this next generation would be unforgivable.\u201d&nbsp;<\/p>\n\n\n\n<p>Larson flagged the lack of clarity around construction mitigation as one major reason the project should be put on hold.
