{"id":332,"date":"2025-02-18T11:35:48","date_gmt":"2025-02-18T16:35:48","guid":{"rendered":"https:\/\/bridgemi.com\/uncategorized\/cash-moms-experiment-expands-michigan-where-lawmakers-see-promise\/"},"modified":"2025-05-15T16:31:16","modified_gmt":"2025-05-15T20:31:16","slug":"cash-moms-experiment-expands-michigan-where-lawmakers-see-promise","status":"publish","type":"post","link":"https:\/\/bridgemi.com\/children-families\/cash-moms-experiment-expands-michigan-where-lawmakers-see-promise\/","title":{"rendered":"Cash for moms experiment expands in Michigan, where lawmakers see promise"},"content":{"rendered":"\n<p>A cash-assistance program for expectant moms and babies, which first began in Flint more than a year ago, is growing its reach to hundreds more families across Michigan.<\/p>\n\n\n\n<p>Rx Kids, led by Flint pediatrician<a href=\"https:\/\/www.freep.com\/story\/news\/local\/michigan\/2024\/12\/08\/dr-mona-hanna-attisha-thinks-cash-can-lift-moms-babies-from-poverty\/76194231007\/\">&nbsp;Dr. Mona Hanna<\/a>, began taking applications in Kalamazoo this week and will kick off in the eastern Upper Peninsula next month. So far, the Flint program has distributed more than $6 million to families \u2014 no strings attached. The program is among&nbsp;<a href=\"https:\/\/iwpr.org\/are-cash-transfers-and-guaranteed-income-programs-an-answer-to-poverty-in-the-united-states\/#:~:text=Understanding%20the%20Expanding%20Landscape%20of,as%20guaranteed%20income%20transfer%20pilots.\">dozens<\/a>&nbsp;across the country experimenting with providing direct cash payments to people with the greatest need.<strong>&nbsp;<\/strong>Bipartisan lawmakers from regions where the Rx Kids is slated to expand see promise in the program but say they remain alert, watching for how families benefit from getting cash in hand, to use as they see fit.<\/p>\n\n\n\n<p>The premise is simple but the goal is ambitious: give expectant moms cash during a financially rocky time to eliminate infant poverty and boost economic stability. The program gives families $1,500 mid-pregnancy and then $500 a month up to a year of the infant\u2019s life. Program participants in Flint<a href=\"https:\/\/rxkids.org\/rx-kids-survey-results-november-2024\/\">&nbsp;reported<\/a>&nbsp;spending the money on basics like baby supplies and food, and feeling more financially secure.<\/p>\n\n\n\n<div class=\"dr-paragraph full-width-image dr-paragraph--full-width-image\">\n<div class=\"card card--bg dr-paragraph full-width-image dr-paragraph--full-width-image\">\n<div class=\"card__image\">\n<figure><img data-recalc-dims=\"1\" decoding=\"async\" onerror=\"if (typeof newspackHandleImageError === 'function') newspackHandleImageError(this);\" loading=\"lazy\" src=\"https:\/\/i0.wp.com\/bridgemi.com\/wp-content\/uploads\/2025\/02\/012925_-rx-kids-expansion_rg_11.jpeg?resize=1300%2C928&#038;ssl=1\" width=\"1300\" height=\"928\" alt=\"Two kids and a mom at the party. \"><\/figure><div>  <p><\/p>\n<\/div>\n<\/div>\n<div class=\"card__content\">\n                                      Denae Horton, right, of Flint, prepares to pick up her daughter Malia Wiley, 11 months, during a one year anniversary party for the Flint Rx Kids cash assistance program at the Flint Children\u2019s Museum on Wednesday, Jan. 29, 2025. And Rx Kids is helping our families succeed at, really, the hardest job in the world, and that is being a parent,\u201d Hanna said during a Friday press conference announcing the expansion of the program to the eastern Upper Peninsula.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Cash for moms in Kalamazoo and the UP<\/strong><\/h2>\n\n\n\n<p>Rx Kids has so far raised about $100 million from public and private funders. Programs don\u2019t launch in communities without at least two years of funding. Last year, Rx Kids received $20 million from the federal Temporary Assistance for Needy Families (TANF) program to<a href=\"https:\/\/www.freep.com\/story\/news\/local\/michigan\/2024\/07\/06\/cash-program-moms-babies-michigan-child-tax-credit-universal-basic-guaranteed-income\/74279675007\/\">&nbsp;expand beyond Flint<\/a>, from the southwest side of the state to its northernmost regions.<\/p>\n\n\n\n<p>That\u2019s important, said Republican state Sen. John Damoose, who represents part of the UP and the northern Lower Peninsula: \u201cA lot of times people forget the rural poor.\u201d<\/p>\n\n\n\n<p>\u201cThere\u2019s a lot of need, certainly, in our big cities but there\u2019s also a lot of support systems that often don\u2019t exist in areas like ours and I can tell you, our people up here are suffering because of inflation, because of lack of services. They need some help,\u201d Damoose, whose district includes parts of Mackinac and Chippewa counties, said last month.<\/p>\n\n\n\n<p>In Chippewa County \u2014 home to Michigan\u2019s oldest city, Sault Ste. Marie, and the Soo Locks \u2014 roughly 29% of children under<a href=\"https:\/\/data.census.gov\/table\/ACSST5Y2023.S1701?g=050XX00US26033\">&nbsp;5 years old live below poverty<\/a>. It\u2019s one of the counties in the eastern Upper Peninsula where Rx Kids is slated to expand. The other counties are Luce, Mackinac, Alger and Schoolcraft. High housing costs, a seasonal economy, a dearth of health care and miles between neighbors and services can make life in the Upper Peninsula challenging and unaffordable, Damoose said.<\/p>\n\n\n\n<p>The UP program is estimated to cover about 600 babies a year. Pregnant moms and babies born after March 1 will be eligible for $1,500 mid-pregnancy and $500 a month for the first six months of the child\u2019s life. There are no income requirements. It\u2019s a shorter time period compared with Flint because of how much funding the program was able to raise, Hanna said.<\/p>\n\n\n\n<p>\u201cI\u2019ve had people who came up to me and said, \u2018wait a second, you\u2019re a Republican and you\u2019re supporting a cash giveaway to parents.\u2019 Well, of course I am. This is a great idea,\u201d Damoose said during Friday\u2019s announcement.<\/p>\n\n\n\n<p>Damoose has told the Free Press that he sees it as an innovative way to get help to people without bureaucratic hurdles. He\u2019s supportive of the program but will be watching for what the results bear out and how it runs.<\/p>\n\n\n\n<p>\u201cIf we can look back and realize \u2026 in the city of Sault Ste. Ed McBroom, R-Vulcan, said he likes the program because it supports families but thinks it should have income restrictions to \u201ckeep the costs in check\u201d and ensure it runs for a long time. He also said support like this can encourage people to have more children and grow the state\u2019s population. Michigan\u2019s Upper Peninsula has seen population loss back-to-back in the past two decades,<a href=\"https:\/\/www.mtu.edu\/social-sciences\/research\/publications\/reports\/migration-in-mi-up-one-page-summary.pdf\">&nbsp;according<\/a>&nbsp;to research from the Michigan Technological University.<\/p>\n\n\n\n<p>\u201cIf a couple is considering whether or not to have children and the financial hardship is part of that calculation, this program can offset those concerns and give people hope that they can indeed afford to have more children and raise a family,\u201d McBroom said.<\/p>\n\n\n\n<p>Over in the city of Kalamazoo, where nearly a third of kids<a href=\"https:\/\/data.census.gov\/table\/ACSST5Y2023.S1701?g=160XX00US2642160\">&nbsp;under 5 years old live below poverty<\/a>, applications for Rx Kids<a href=\"https:\/\/rxkids.org\/communities\/kalamazoo\/\">&nbsp;opened Feb. 12<\/a>&nbsp;for expectant moms and babies born on or after Feb. 1. Just like in Flint, Kalamazoo\u2019s version of the program will offer $1,500 mid-pregnancy and then $500 the first 12 months of the infant\u2019s life. As of Friday, the Kalamazoo program received more than 200 applications.<\/p>\n\n\n\n<p>\u201cThere\u2019s just so many people living on the margins and Kalamazoo is resource rich, but sometimes people don\u2019t understand how to navigate all the different assistance programs,\u201d said Democratic state Rep. Julie Rogers, whose district includes the city of Kalamazoo.<\/p>\n\n\n\n<p>Rogers pointed to a significant ALICE population in Kalamazoo. The United Way\u2019s ALICE measure \u2014 which stands for asset limited, income constrained, employed \u2014 considers households earning above the federal poverty level but still struggling to afford the basics. In<a href=\"https:\/\/www.unitedforalice.org\/michigan\">&nbsp;Kalamazoo County<\/a>, 39% of households fell below the ALICE threshold.<\/p>\n\n\n\n<p>\u201cWe are trusting mothers, we are trusting families to decide what is best for them and their family and situation,\u201d Rogers said. \u201cSo, instead of the government being prescriptive and telling people how to spend the money, we\u2019re giving them the cash assistance with pretty much a blank slate of, they can choose and decide.\u201d<\/p>\n\n\n\n<p>To measure success, bipartisan lawmakers are watching for a range of outcomes, from increased birth rates and school enrollment to improvements in child development and health.<\/p>\n\n\n\n<p>Rogers said she\u2019s \u201ccautiously optimistic\u201d about the Rx Kids program as a pilot, and wants to see the data from participating communities. Damoose, Rogers and state Sen. John Cherry, D-Flint, said they would consider more public dollars to go toward the program in the future.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Not just \u2018a government handout\u2019<\/strong><\/h2>\n\n\n\n<p>Damoose said Rx Kids doesn\u2019t necessarily fit into a \u201cRepublican orthodoxy,\u201d since it involves government giving cash to people in need, but he supports the effort because he is \u201cvery pro-family.\u201d<\/p>\n\n\n\n<p>\u201cI can have a real role in helping to convince Republican lawmakers to at least understand the benefits and how it fits within our sort of preconceived notions, if you will. Because I\u2019ve got to dispel the idea that this is just a flat out government handout,\u201d Damoose said.<\/p>\n\n\n\n<p>McBroom said there\u2019s support from his Republican colleagues to strengthen families, but questions remain on the long term sustainability.<\/p>\n\n\n\n<p>\u201cWhere we put our money shows some of our values as a society. It shows what things we need to incentivize. Sometimes we\u2019re incentivizing particular behaviors and actions. In this case, I see us believing that we need as a society to increase children. We need to increase population. And so, I think it\u2019s valuable for us to put our money towards that endeavor,\u201d he said.<\/p>\n\n\n\n<p>Back in Flint where Rx Kids first began, more than 1,400 families have so far enrolled in the program. Cherry said starting in the city which he represents, Flint, was a good call because of its high<a href=\"https:\/\/data.census.gov\/table\/ACSST5Y2023.S1701?g=160XX00US2629000\">&nbsp;concentration of poverty<\/a>, but it shouldn\u2019t stop there.<\/p>\n\n\n\n<p>\u201cThe goal is not for it to end at Flint,\u201d he said. \u201cThe goal is: we want to make sure that we\u2019re helping all these mothers and babies.\u201d<\/p>\n\n\n\n<p>Hanna said programs in Wayne County and Oakland County communities will likely go live later this year.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How to apply<\/strong><\/h2>\n\n\n\n<p><strong>City of Kalamazoo:&nbsp;<\/strong>Applications opened Feb. 12 for expectant moms and babies born on or after Feb. 1. People can sign up while pregnant or until a baby is six months old. The Kalamazoo program will offer $1,500 mid-pregnancy and then $500 the first year of the infant\u2019s life.<\/p>\n\n\n\n<p><strong>Eastern Upper Peninsula (Chippewa, Alger, Schoolcraft, Luce and Mackinac Counties):&nbsp;<\/strong>Expectant moms or babies born on or after March 1 are eligible. Applications will open March 3. Expectant moms can get $1,500 mid-pregnancy and $500 for the first 6 months of the infant\u2019s life.<\/p>\n\n\n\n<p>Expectant mothers must live in the areas where the program is running.
